Historic Pan-African coalition commits to delivering shared EdTech Vision through unified digital infrastructure by 2030

Nairobi, Kenya,  November 6, 2025 – Mwanga wa Elimu Movement: The Light of Education, a major new pan-African coalition, officially launched today with a landmark Manifesto and urgent call to action to fundamentally transform education across the continent. The Movement is mobilizing policymakers, investors, developers, and educators to commit to a unified African EdTech ecosystem and a shared Digital Public Infrastructure for Education (DPI-Ed) to ensure every child has access to world-class, localized digital learning content by 2030.

The Manifesto responds directly to a decade of fragmented EdTech pilots that have left millions of African children without the digital learning tools they need. Developed in alignment with the African Union Development Agency’s (AUDA-NEPAD) Vision for African EdTech 2030, the Manifesto establishes a clear mechanism for collective action, moving beyond isolated projects to build a single, unified ecosystem founded on the DPI-Ed platform—an open, interoperable infrastructure designed to host scalable, sustainable EdTech applications built by Africa, for Africa.

“Africa has defined its EdTech Vision,” said Dr. Barbara Glover, Programme Officer, Integrated Vector Management Programme (IVM), AUDA-NEPAD. “This Manifesto establishes how we will organise collective action to deliver that Vision by 2030. Africa needs a unified ecosystem founded on the DPI-Ed platform to secure the future of education for our 400 million learners. The human cost of inaction would be catastrophic. The time for fragmentation is over. The time to build is now.”

The Manifesto calls on five key stakeholder groups to take specific action:

• Policymakers and Public Sector Partners to adopt Africa’s EdTech Vision as official policy, create enabling regulatory environments that support Vision-aligned EdTech, and serve as custodians of the DPI-Ed platform—ensuring it remains a free and open resource for all.
• Investors and Funders to direct capital towards Vision-aligned EdTech initiatives, prioritising DPI-Ed Compatible solutions—investing in the DPI-Ed platform itself and backing business models that make education free for learners whilst commercially viable for developers.
• Developers to build DPI-Ed Compatible apps that are interoperable, localised, and resilient—contributing to the DPI-Ed platform and building commercially viable businesses using DPI-Ed-enabled revenue models.
• Researchers to conduct research evaluating Vision-aligned EdTech effectiveness, share findings openly to inform DPI-Ed Compatible development, and collaborate across disciplines to ensure research translates into actionable insights.
• Educators and Learners to lead the way in adopting DPI-Ed Compatible apps that transform classrooms, provide real-world feedback to ensure Vision-aligned EdTech remains practical, and build digital capacity to advance the Vision across Africa’s learning environments.
